I found this washer after taking the speed nut off by feel. Is it homemade?

I tried uploading again and pictures won’t come through. So basically it’s a little square rubber piece like from a bicycle inner tube, with 2 slits that form a cross in the middle.
I accessed it through the ash tray. There is a stud on the back of the cluster for the washer and nut. It’s a minor detail and great idea!
