Gauge installation help needed

Completely tore my gauge cluster apart to repaint the housing and put new lenses in etc. took lots of pics but none of how the sequence is for the attaching pieces for the little gauges like oil pressure etc. I wrote a note that says this; gauge studs through the housing, then the cardboard, then the wave washers, then the circuit film, and finally the nuts. Is this correct ? (Seems like the wave washer should go under the nut and not under the film)

It would be helpful if you were to include some very basic information like what year Cougar you are working on and if it is a standard or XR-7.

Wave washer goes between printed circuit and nut to protect printed circuit from spinning/tightening nut.

Sorry I didn’t include that my car is a 1970 XR7. It definitely makes more sense to have the wave washers under the nut, thanks.
