It is unusual, also it has A/C, and looks factory except for a Sanden compressor. I’m wondering if dash pad assembly was changed, and carried wrong VIN…who knows…I’ll talk to the owner later, thinking it’s hard to find someone with cash for a car like this in our present economy…Hawaii is no different, things are hard here…my offer will go down, but I think I’m in a fair price range…so will see what happens. I’m going to try and remove the Marti report, thinking the owner might not like his privacy out here…not sure if I’m comfortable with it out…wrong?

the dash VIN plate is riveted to the metal dash - not the pad, so that kind of swap doesn’t happen inadvertently. If the VIN plate is there, it most likely is correct to the car. The VIN will also be stamped on the driver’s side fender apron at the shock tower - need to at least loosen the fender to look underneath to see it.
Yes, the vin plate is rivited to the metal dash, but everything is black, not blue, so wondering if you pulled entire pad and metal plate together, and installed another, as a unit…the vin plate would move with it. I did that on my other cars, and had to put new pad to current metal dash to have correct vin plate…probably did’nt happen here, but was just wondering…Thanks for answering my next question, and that was where else is there a vin number? My Montego and Ranchero have two tabs, side by side on body just under lower windshield mounting area…metal dash and pad need to be removed…both of these tabs have the vin number stamped on it. Would Cougar have this? Or any other place?

Mr. Eos is right and you’re confusing a 1969/70 cougar with another car. The dash pad comes off with screws. The vin plate is part of the car and can NOT be removed without cutting some metal.

I have no experience with the 69 and 70 cougars, but the 71 is like this. You can pull the whole top section, pad and metal piece with the vin attached.
