I believe those go inside the fender well. 1 to the front, and the other to the rear. A shop manual would be more precise. What year 69/70?
- Well, the car I have is a 67 but I got boxes of parts and I suppose they could for other years.
They are called front fender inner splash shields. Each car has 4 of them, 1 in front of the front tire, 1 behind the front tire and then the left and right sides. For the 1967-1968 Cougar they are made of metal with a material “stapled” to them that would be cut to fit the inside contour of the fender. For the 1969-1973 Cougar they are made of 1 piece of plastic. From your photo they appear to be the ones that would go in front of the front tire.
To see if your car does not have them installed or if these are just extra parts I would suggest starting on the passenger side and looking up at the area in front of the front tire and against the backside of the front fender. If you have a lift you should be able to do this without removing the front tire. If you have to jack it up and crawl under the car you will probably want to remove the front tire. On the drivers side your view will be obstructed by the headlight vacuum reserve tank.

Well, the rear are in place and one of these is marked “R” but I sure can’t seem to make it work in the right fender. Maybe a pic would be helpful?
How is it marked? Is the R stamped into the metal? Or is the R written on in some sort of marker? Going off your photo in the first post it looks to me like the one for the passenger side of the car would be the one that is laying at the edge of the Mustang hood and slightly overlaps the passenger side fender. Is that the one that has the R marked on it? If they are the correct parts for your car they should just very easily slid right into place. Is it possible that they would be off some other car? Perhaps a Mustang, a Falcon, or ???

The one on the left partially over the fender is stamped on the metal part ‘R’
If you take the one that is partially over the fender of your Mustang and spin it 90 degrees that would be how it would mount to a Cougar. Take the end that is pointed toward the left side of the Mustang in your photo and turn it so that end is pointing toward the front bumper of the Mustang. Now the end that is pointing back toward the Mustang windshield would go up against the top of the Cougar fender, the end that is pointing toward the Mustang front bumper would go against the side of the Cougar fender. Try it like that and let us know how it works. Let us know if the mounting holes line up and if the cut of the material matched up with the contours of the Cougar fender.
