Can anyone tell me if the steering column out of a 1967 Mustang is interchangeable with my base 1967 Cougar.

Probably. Some differences between tilt away and fixed columns.

It is not unless you change the steering box. Mustang had a solid shaft and Cougar utilized a rag joint
