Needs some love for sure and under hood quite sad indeed.
But listing seems honest and Colorado cars tend to fairly rust free. All comes down to what they think it’s worth and if the odo has turned over.

Gorgeous Cougar with desirable drivetrain! Would be fun restoring the engine and underhood as long as it’s not too rusty underneath. Built on Jan 1 - guess they didn’t get New Years day off in the old days?
Missing smog system. Home made AC hoses are misrouted. No belt on the AC compressor means the AC doesn’t work. Missing fan shroud. Shock tower braces are installed wrong. Vacuum hoses routed wrong. Just getting started - there is a lot wrong that is obvious and if I were in person there would be a lot more. Expensive missing parts.
Good information. I’m looking to buy a 2nd classic car and want to be able to pick up issues like you just mentioned. How important is the missing smog system? Is it more for originality or does it affect performance?
I used to race my Cougar GT-E at the Pure Stock Muscle Car Drags. The first year I did not have the smog stuff. It wasn’t required. Second year I added it. It did not affect my time at all.
