I’ve noticed on the '70’s there are, what appear to be factory hood pin holes drilled/cut into the outer area of the radiator support. I can’t seem to locate any '70 Cougars that came with hood pins from the factory. What am I missing here?

You will find 1970 Mustangs with hood locks. For 1970 they were not pins but rotating locks. The core support is the same as the Mustang. Much under the hood on a Cougar is the same as Mustangs.
Yeah sorry, I meant locks. So they are only there because they share the same radiator support with the Mustang?

Yes, the Cougar and Mustang share core supports as Neal stated, so the mounting locations for the hold down locks are there. There also are cut outs on the inner hood of a 1970 for the upper pieces but to the best of my knowledge there were no 1970 Cougars that were factory equipped with the hood hold down locks. I have seen them installed though.
