2 VIN numbers

The potential problem here though is that this car is a 1967, there is no dash VIN tag to look at. So if someone from law enforcement does need to verify the VIN they would need to look at the fender apron stamping. The big question here is what is that law enforcement officer going to think when they see 2 different VIN numbers stamped there?

Depends on the officer. Likely IMHO impound the car and get input from another officer or agency. In some cases bring in someone else from the out side (been asked to view cars a few times for task forces and agencies) to get input. In the end they may just assign the vehicle new state VIN and remove (sometimes drilling them out) the old VINs

Often falls on the owner, if they are even allowed in the discussion, to prove that the car is the car in the paperwork rather than the agency to prove that it is not

Long overdue post to conclude this thread, spoke to WCCC, CCOA and also Marti and my local inspection station.
Marti confirmed the “original” VIN doesnt exist, only the one that was stamped manually, and all options match the car.
WCCC and CCOA confirmed this happens, CCOA pointed out that there’s a V stamped on both sides of the “original” VIN meaning it is void. The only weird thing being how unprofessional the good VIN is being stamped.
Also asked to my local inspection station - in MA, the RMV doesnt inspect/certify the VIN, it is supposed to be done at the annual inspection. They said they don’t care much as long as one VIN matches the title/registration.

Long story short, I am now the owner of a 67 cougar … which i’ll try to get back on the road once i fix all the things that are broken. Brace for a ton of newbie questions !
