Seat Belt reminder light.
I just recently pulled my instrument cluster and when I did, the bulb and connection got pulled out and left behind in the dash. It should be in there somewhere.

Neither the light socket or wiring were present in our 67 Cougar.
For 1967, the seat belt reminder light was only present along with the optional deluxe seat belts on base Cougars. Not sure about 1968, but probably the same.
After looking extensively again, there is no pigtail or light socket so dash is going back in
