69 Fender alignment

Can anyone tell me if the fenders be adjusted without removing the grill ?

I think I can get to all the fender bolts except the two behind the headlights/grill

I haven’t done a '69, but if memory serves me right, my '68 had four bolts retaining the front of the fender to the apron in the headlight area. Two that I could get to from inside wheel well and two from inside headlight bucket. All needed to be loosened for complete adjustment.

Yes, I am pretty sure you can adjust a fender without taking any grille pieces off.
