Does anyone know how long the elastic strap should be for the shoulder belts in a 69? Should it lay flat against the belt or have a little slack to it? The old ones are so stretched it is hard to tell how old it should be.
You want to have the elastic tight to the belt material. The more slack that it has the farther down from the roof the belt will hang. You want the belt to be held up as tightly as possible to the roofrail.

That’s what I thought but the old elastic was so stretched out it was hard to believe it was tight against at one time.
I sewed the one on with my mom’s old 1967 Singer.
