Most likely you are looking for a 49 State version, 22 gallon tanks. There are also ones with the Evaporative Emissions fuel tank which was mostly sold in California, 20 gallon tanks.

I think Arizona also used the CA emissions system so maybe 48 state version?
Even though in 1970, Arizona, Hawaii and Nevada are in a California DSO they were not equipped with the Evaporative Emission Control.
Arizona adopted anything that California adopted air pollution wise so I think it is. Not sure about the others.
Here are the Marti reports for 0F91Q518280 shipped to California and for 0F91Q540983 which was shipped to Arizona. The “California Emissions” were actually called out on the invoice as “Evaporative Emission” and on Marti reports, and of course only show if so equipped.
Just confirmed that reproduction Cougar gas tank filler necks just arrived. We have several 1967-68, and 1969 Mercury Cougar fuel filler necks available now. 1970 (22 gallon non- emissions version) is going through final R&D.
1970 Shop Manual also states that the fuel evaporative emission control system applies only to cars built for sale in California.

From what I have seen there were a lot of vehicles shuffled in the DSO. This seems particularly the case for stock order types. I suspect that the DSO probably specd California emissions on stock orders so they could move them as needed. California was far and away the bigger market
