My grandpa bought my 68 cougar in 94 and never had the time to restore it because of work, now he’s retiring and we noticed that there are holes in the side of the air cleaner. Does anyone know what this is?
That is someones attempt at trying to get more air flow to the engine. Not factory. I can remember turning the air cleaner lid upside down to get the same effect.

Indeed! I remember my buddy doing that to his old man’s '72 Impala back in high school. We swore it made the giant green beast faster!
One of my performance upgrades in high school was replacing the air cleaner lid with an Ekco pizza pan. it sounded faster as you could hear the sucking sound when the extra 2 barrels kicked in.
Ah yes! I remember the good old days of flipping the air cleaner lid to get that beautiful unsilenced sound.
