I think yes, the cars are the same other than the rear quarters and front fender and hood. There’s a locking steering column but that should not affect the console.
Yes, the dimensions are the same. If putting in a non console car, you will have to remove the ashtray assembly from beneath the HVAC control panel. You will also gain a lighter assembly at the front of the storage compartment.
Only other difference I can think of is the 69 has recesses for storing the seatbelts that are not there on 70.
FYI, The base section is the exact part fir each year. But sometime after the start of production of the 1970 cars, they added a lock for the box lid. My first 70 was a first week of September 69 build and did not have one. The center section is also the same. The insert is not as the 69 console has the locations to stow the front seat belts. The stowage box in not the same as the 1969 has the cigar lighter mounted on the front.
But they will interchange just fine.
I did not know about the console door lock! My current 70 was built first week of Dec 69, and has no lock.
Latch may be a better description.
