Cowl repair

While my Cowl area isn’t completed rotted out it sure would be nice to get in there to clean up the surface rust and paint.
I recently discovered this isn’t easily removed. 162ish soot welds apparently.
I found a bit of into online about cutting an access under the fender and Another one with limited access throw the interior vents. Neither seem to get you good access.
Has anyone tried to cut out the vent portion and replace that with repop after repairs are made under it?
Any other info, advise, or tips appreciated.

There is no easy way, it depends where the rot is, is it in the ends around the vents you might get to it by removing the fenders and cutting off the corners of the cowl and see how much you will have to repair. If it were me I would remove the cowl panel and do it right (and I have).

I was afraid that would be the answer but I agree to do it right the first time.
I have the car stripped down for the restoration so glass is coming out, fenders are already off, doors Are off and hood is off so nows the time.
It looks decent looking In from the top vents and from the grommets off the fenders Looks good too .
I see some rot by the driver side hat from the interior
I’m hoping I can get away with the patch panels for the inner corners and a new top crowl.

I cut mine under the fenders. It’s not a show car, so I wasn’t worried about being 100% correct. Fortunately there was no rust through on mine and I just cleaned it up and got it covered up with some POR-15. I’ve heard of people replacing/repairing the vent intakes with this method, but mine was actually relatively solid underneath the surface rust.
