Yes, a '70 dash bezel will fit a '69 as well, the dash pad is the same for all 1969 and 1970 Cougars.
The ash tray will fit, but a 1969 has the lighter with it but the '70 does not. The '70 lighter socket is in place of the key switch on the dash since the key moved to the steering column in 1970.
