The 68 Dash indicator lights are powered directly from the turn signal switch with the K7 relay providing the intermittent ground (which causes the flashing). First thing to check is to make sure that all of the taillights are illuminating AND the corresponding front indicator light also flashes. The K7 requires all 4 bulbs to illuminate.
I was driving my 67 today and noticed my left dash indicator was not blinking ( it was powered on but not flashing) but the right side indicator worked. I got out of the car, put the turn signal stalk in left mode, verified all 3 rear lights sequenced correctly, walked to the front of the car and noticed the left front indicator was not operating. Put it in right mode and all 3 rear plus the front light worked as well as the dash indicator! For completeness, a 67 dash indicator circuit has a K5 relay to control the left/right dash indicator as well as a K6 relay to control the dash indicator lights when the emergency flasher circuit is enabled.

I have had this problem before. After some research, I found out that the electrical circuit for the dash flashers is triggered by a minimum amount of current draw to the outside flashers. If you have replaced some of the rear or front flasher bulbs with LED bulbs, the circuit does not draw enough current to trigger the dash indicator lights to flash. I was trying to use LED bulbs to be brighter and draw less current when the headlights and brake lights were on at the same time. I needed to reinstall some of the original bulbs in the tail lights, so that the electrical circuit for the dash flashers would work correctly.
