The owner added wiring scares me. The engine rebuild 70K miles ago and the 2003 tires are pretty bad too. I would ask for the seller to provide compensation for correcting those items. Maybe $20K of work, it will not be cheap.

I don’t have history on it, but I noticed that they added a tow ball. You might want to ask what were they towing. I would be concerned about the condition of the transmission. If you remove the tow ball, you will need a new rear bumper unless you don’t mind the holes. The PO did the same to mine. On mine, the tow ball also bolted to the trunk floor in front of the fuel tank and tore the sheet metal a couple of inches.
