I think my fan clutch is shot. Am I correct that the fan should not easily turn when engine is hot?
That’s my understanding. When the clutch gets hot based on radiator/engine temperature, the clutch should bind up.
It will gradually release with the engine off and cooling. So be sure you’re evaluating right after engine off. Keep the hood closed and reach from underneath to retain as much heat as reasonable.
The crap that is being sold today is not worth bolting on, I have bought several new fan clutches and they spin more free when hot than cold.

The Hayden clutches work great.
I see a concours repro at $500+/-. After that, it gets confusing. Hayden’s catalog points to model 2710, but the 428CJ site says it won’t fit (and dimensions do appear incorrect). They suggest #2765 which Hayden says is for a Jaguar. WCCC in one description suggests #2705, but their “economy” repro appears to be something else - probably the 2765.
Anyone know for sure which works best for '69 428CJ with C9ZE-E 7 blade fan?
I put a #2765 Hayden fan clutch on a C97E Fan and it worked perfectly on an FE. It’s not a common part, I ended up having to buy one on eBay because the local NAPA could not get one from Hayden.
The C9ZE fan has a different bolt pattern than the earlier C8OE fans so the 2710 won’t fit at all.
For the C8OE-B ('68 and some '69) fan the best fit is the Hayden 2711. The Hayden 2710 is .32 inches longer and may not fit.
For the C9ZE-E ('69 and early '70) fan the Hayden 2765 is the best fit. The Hayden 2713 is longer by by .51 inches and may not fit.
I sourced my clutch from WCCC for the '68. Using the reproduction fan as well and am very happy with the cooling performance. Granted it’s only one season.

I resisted the urge for the concours repro and went with the Hayden #2765. I’ve read that the originals can be rebuilt, so I might get that done at some point. The #2765 is almost exactly the same depth (water pump to radiator) as my original C9ZE-B. The clutch is about an inch wider in diameter, but fits the C9ZE fan just fine. This is for 1969 428CJ and 1970 dated before 9/1/69.
For those seeing this thread in the future, remember to get new clutch to water pump bolts, as the originals cannot be removed from the OEM clutch. Also, make sure your new clutch comes with a bushing for the water pump shaft. Royce mentioned that in another thread. I would have been clueless if mine came without the bushing without reading that thread. I expect not using the bushing would lead to catastrophic failure. The new clutch also has slots, rather than holes, for the bolts. I found it easiest to wrap tape around the flange (converting the slots to holes) and position the clutch with the bolts in place before getting them threaded.
