The clues from the steering column indicate that you have a 1967 Cougar. Is it a Standard or XR7 model?

Are you referring to the single striped wire, “U” shaped, above the brake pedal? I’d peel back the tape some more on the two red wires and see if someone just tried to tie into one of those lines.
Or are you referring to the wire entering what looks like an in-line fuse at the very top right hand corner?
Typically, Ford used green/red wires for two purposes: power for the brake switch and RUN-only power from the ignition switch. Green/orange is used for rear left hand blinker.
Be very wary of any wires that have stripes that curve as you go down the wire (vice longitudinal stripe), as Ford rarely used them during the time period in question. Spiral stripes are most probably aftermarket wiring.

And (despite the flash washing it out) it’s green with a red stripe.
That’s not a factory wire. If your car was a 71-3, it would be possibly be a brake switch line, but it isn’t. As I said, spiral stripes are not factory.
Okay. Then what do I do with it?
Tape it off and leave it?
Or try tracking it down?
Track it down, and then either remove it or tape it up so it doesn’t short and get caught on anything.
