Ok, so I screwed the pooch on this one, fellas. I took apart my grille and got most of it back together correctly, but I did not take photos of how the adjusting ring and retaining ring were supposed to go back together correctly. On the retaining ring, there are two places for screws to attach the retaining ring to the adjusting ring, however there is also a flat tab with a hole in it (as if for a screw). Now, do I attach the spring to the retaining ring or the adjusting ring (which is where I think the spring attaches). I have done it both ways to try to determine the best way to do it, but I’m not sure. Getting the headlights aligned properly is proving to be…interesting…either way. Any help would be appreciated.
Hopefully this picture from Gry’s Hertz XR7G restoration will help you.

Here is an attempt to give you a close look at the result when ready to re-install (Pics of passenger side on 1970 - from my work last winter).
I’d also like to offer thanks for posting this. This is one of many areas that were apart when I purchased my '69, and I really appreciate seeing how things are supposed to go together.
Many thanks! My confusion was that there also appeared to be a place on the adjustment ring (i.e. headlight bucket) for the spring to go, as well. Also, the welds on the trim ring seem questionable and two of my rings have broken from the spring tension. Thank you so much for the pictures and explanation.
Great step by step. One thing I would add is about the spring attachment before step one. My pot metal was pretty thin there, and I thought it might break through with too much tension.
It’s kind of hard to see, but I put a strap of thin 1/2" wide stainless steel wrapped over the attachment point to reinforce it:
