So, I have a 1969 Mustang passenger non-remote sport mirror that I would like to install on the 1969 cougar. However as the pictures attest, the mirror does not mount in the same location on the cougar as it does on the mustang, and so the angle is way off.
What would it take to install this mirror? It looks like based on those two screws that the base can come off of the mirror. Does that mean that I could obtain a Cougar base and fasten the mirror to it that way? Do I just cut the chrome trim or is it available as a separate piece for the sport mirror on the passenger door?

To use the Mustang mirror you will have to mount it on the side of the door.
I used a Torino sport mirror on my '69. Maybe you can find one of those and work out a trade.
It is. Another one you can use id the base from a mid 70’s T-bird(or other mid size ford product from the time) They are a remote controlled mirror. You can use the full thing or just the base, It sits just a little bit lower then the correct “D0OB” base and IMHO looks better due to the height being closer to the drivers side mirror.
You need the correct mirror for it to mount properly, the mustang one will not fit as you have found out. The correct mirror is for a 1970-1971 Torino. I have also heard of some using the 1968-1969 Torino mirror but I have no actual experience trying that so I am not sure exactly how well it will fit.
Yes, if you remove those 2 screws the mirror head will separate from the base. The sport style mirror heads are all the same so all you really need is the correct base. As a side note it would appear that someone has had your mirror apart already. Those 2 screws should have a phillips head, not slotted heads.
Your last photo shows you holding the orange mirror to your door. That is the correct general mounting location for the mirror. It does not mount up on the top ledge like the drivers side so the mirror bases do not match left to right. You do not need to change out or cut the piece of trim on the top of the door, the mirror does not mount there.
