Instrument Panel Lighting

Ok, I replace all bulbs, cleaned, reinstalled and still no panel lights (and lost left blinker indicator light which was working before). Two questions, door ajar light and switch light above glove compartment work so does that rule out fuse issue? Second, there is a thick red wire by fuse box that ends with what looks like a glass fuse cap…just hanging out down there. Should it go somewhere?

The interior lamp fuse is not the same as the instrument lamp fuse so that one is a no brainer. The glove box book shows the fuse location. Typically the fuse panel is rusted and needs to be cleaned with a dremel tool and the wire brush attachment to make the fuses work.

Also the headlamp switch contains a rheostat that makes the instrument lamps dim or bright. If the fuse doesn’t fix it that is the next place I would look.
