Leaf Spring Bolts

OK, here’s a dumb one. After having the rear springs out of the car for over a year, I got around to reinstalling them. After putting in the front bolts and the plastic covers it seemed odd to me that the nut end of the bolt would be left exposed to the elements while the bolt end would have a cover protecting it. Do I have the bolts in backwards? Seems to me that the bolt should enter the spring eye from the inside of the car and the threaded end should be contained within the frame box and then the hole cover snapped back in. Which way should they go?
