I have a question do the Marti report tell you what the car came with only. I’m asking because on my report it do not mention the tilt away steering column, A/C, power windows or disc brakes. Would they all be dealer add on items and not have been in the report?
I would guess someone was working with the wrong vin or someone transfered the vin…or stolen…

It’s more likely those were added by a previous owner sometime in the last 50 years. I’ve added those options to many cars over the years.
Before there were Marti Reports I used to add options to every car that I owned. Now it is a bad idea - every one knows.
If that was did to this car (disc brakes, A/C Tilt away and power windows) they did a great job i mean there is not one thing missing or out of place both vacuum canisters are in the correct location with correct bolts.
Not stolen has the correct vin it is also stamped on the engine bay apron(vin) and the car has the original bulk tag.
I have done AC installs that are indistinguishable form stock. It’s far easier to do exactly like factory than any other way. Adding factory options like the tilt column was about the only way to get some of these things before aftermarket kits started showing up.
Given that, there were cars built with things that did not show on the Marti. However most of the time those items DID show up on the invoice. Since you have a '69 or newer the invoice may also be available from Marti.

6Y is the interior color. PT = Power Top - it is a convertible. ST = Stereo Tape player - the car originally had an AM radio with Stereo Tape player - an 8 track.
…and no PW, PB, or AC means it didn’t get built with power windows, power brakes, or air conditioning.
Any idea what the 159 mean?

Still sounds like a great car. Nice that someone added those for you versus not having them at all. And you can always say they were possibly dealer-added.

H2 is a common stamp. It was done after the Buck Tag was imprinted. I think that it is an inspection stamp of some sort. It is always wonky on the tag.
Looking closer at #2 look like it could be R2 from the back of the tag. Not sure if R2 could be an option. On #1 I can’t make out heads or tails.
Any ideas on how to get the paint off without causing more damage to the tag?
