Did GTE’s come with that hood insulator? It looks to me like it would interfere with fresh cold air coming into the air cleaner.
The hood scoop isn’t functional on GTE’s or XR7-G’s. They just look cool. 
All Cougars came with a hood blanket from the factory.

All “Non Ram Air” Cougars came with a hood blanket from the factory. Ram air was only available as an option on 428 and 429 equipped Cougars.

A clarification: Hood scoops on 427 GT-Es are not functional, but are on 428s.
(Of course, adjusting for the nose-heavy boat factor on both).
