I have a 68 small block 2V power steering (no air cond) and am not sure where the bracket (with the rubber block which has 2 holes in it) bolts onto[attachment=0]image.jpeg[/attachment

I think it would be the same as 69/70 (although the mounting tab is different). If so, it mounts to the DS in the engine mount area.
That is the early small block one that bolts to the back side of the motor mount base. The base has 2 bolts this goes on the top rear. as “Bob” stated. This was a bit if an issue due to the close location to the exhaust manifolds. A suggestion is to swap it out for a big block setup. You need the 68/9 pump end hose not 70
