Rust of floor pan

Gonna put a new carpet in 67. Found some rust in rear floor pan under back seat. It’s not through so my thoughts are to scrape and wire brush. After that I thought I would use a rust inhibitor. Is there a really good product someone would recommend for that?

I’d treat with EvapoRust and topcoat with POR-15.

Zero rust. I would not use POR15

“Rust” could mean some thing different to different members.

It might be better if you showed us what “rust” you want to repair.

Yes, this rust is pretty deep. This is a
Pic of the worst spot which is under back seat, driver side. Unfortunately I have a few pinholes I can see through with a bright light on the other side is the panel. From under the car it would be just above where the lead spring bolts on…driver side. Aside from the pinholes it still feels pretty solid …any way to stop the crud?
Will attempt to add

Maybe this hole being open is the culpret…it sucks, it’s the only rust on the car…that I know of.

Probably time to go poking with an awl in all the usual spots.

POR15 allegedly bonds with rust and stops it. My experience is if moisture gets between it and metal, it traps the moisture under it and allows rust to expand exponentially. Where you don’t know how many pinholes…

I’d be cutting and replacing, not trying to stop.
