My question refers to the image attached:

Does the seal “A” need to be higher than the drainage holes “B”?
The height difference is about 0.6 inches.

Do you happen to have a sample photo showing what this should look like?

You want to fill the cavity level with the drain holes in the rocker to promote the water to exit the area. Many people skip this detail and end up with the same rust they just fixed.
