My 1968 XR-7 has what appears to be a location point for a three point seat belt, although the car now has only lap belts for the front buckets.

If it was built after January 1st 1968 you can be certain that it did have shoulder belts. Welcome!
As Bill noted, Cougars built after 1/1/68 would have had the shoulder belt, which was a separate belt that attached to a separate buckle and was retained along the roof line by a clip when not in use so it didn’t hang down. It wasn’t an integrated 3-point system as used in today’s vehicles. There is certainly no reason you couldn’t use an integrated system, however. It just wouldn’t be era-correct. If your car is modified, that won’t matter.
