Is this spring in my fuel filler neck something that was just an aftermarket add-on or was it something that was added because it was a Hertz car ?
Anti-siphoning device popular in the 70s. Probably an aftermarket add-on. I remember ads for these in Hot Rod, JCWhitney, Popular Hot Rodding magazines.

Those anti theft devices to prevent siphoning and having locking gas caps was a result of the oil embargo and shortage of fuel nationwide. Remember there were lines and even rationing by only allowing even and odd plate numbers to buy fuel on certain days. Between that and emissions really killed the muscle cars. My Cougar had a locking gas cap when I bought it 1981 leftover from that earlier era.
My Mom’s ‘73 Cadillac at the time got about 9-10mpg. I remember seeing signs one of those years for gas price at .38c gallon. I recall during the gas-rationing being in back jumping up/down on those white leather seats, stir-crazy while in line forever, waiting our turn & allocation.
On a 67/68 by bending the license plate pull tab up about 1/2 inch , you can make it so you cant get to the gas cap without opening the trunk

It’s an accesory that was popular in the late 1970’s so not stock. Your fuel filler neck is super rusty so if it was me I would replace it.
