Stupid 67/68 Taillight install question

Does the taillights have to be installed before the rear quarter extensions (67/68)?

I am welding in repo quarters, a repo tail panel and repo quarter extension panels and everything lines up great, but I can’t fit the taillights unless the quarter extensions (pot metal pieces) are off or I drill the outboard taillight mounting holes larger.

I can always drill the holes larger, but if the factory meant to have the quarter extensions installed after the taillights, that is the way I would like to keep it.

It has been my experience that the taillights will come out without removing the end cap or bumper and the trunk lid open.

You have to kind of slide the tail lights in sideways but they should go in with the quarter extensions in place.
