What is that diaphragm with a lever on the end of it for? 1967. Left of the steering column. Thanks

It’s the windshield washer foot-pedal pump.

… (if/when operating properly)… a lighter tap activates the wiper for a quick swipe and a harder press shoots the washer fluid.

It is dual purpose. The lever actuates the windshield washer pump but it also electrically activates the windshield wipers. In a misty situation it is handy to push the pedal occasionally. It’s a cool feature that I think should have been used on subsequent models. Sadly it died after 1968.
