This feels like a dumb question and I googled to see if I could find a pic, non satisfied me. I am almost done with my 68 cougar basket case. I am going to install the windshield in next few days. My vin tag was loose in a box. Where does it go, is it some what under the dash?

It goes on the RH side of the dash in 1968 only. There will be two holes to attach the VIN tag. Dearborn typically used screws. San Jose typically used 1/8" aluminum pop rivets.
Yes, somewhat under the dash ~ the back / bottom part where it rivets in place will be under the dash and the upper part with the numbers should stick up between the dash pad and the windshield.
Be careful when installing the dash pad so you don’t squish the dash tag underneath the dash pad.
