I am curious as to what this is in the PCV line. Is it a valve? Does it matter what position the lever is in?

What you are looking at is a bimetallic strip connected to a calibrated vacuum leak. It raises the idle speed when the engine reaches a certain temperature. It’s a good thing when it works.
The position does not matter but what does matter is whether or not it works properly. I would try applying boiling water and see if it opens.
That is called a ‘hot idle compensator’.
