It is a heater duct tube. You will want to replace it so the warm air goes where it is supposed to.

That is not a heater duct and the part that Royce posted is not what you need. The damaged part is actually a duct for the air conditioning and is a hard plastic piece. If you want to have cold air come out of the A/C vent beside the glovebox door then you will want to replace it. While you are in there you should probably also inspect the duct for the drivers side to see if it is going bad too.

You are spot on with your comment. My '72 droptop had the same malady from sitting out in the sun for 30 years (boneyard rescue). Don just about always has them, but are starting to become unobtanium. Keep in indoors or at least under a low carport.
