Goes to the rear window defrost. All XR7’s had that plug not all cars had rear defrost.

This is an early wiring harness. Later wiring harnesses did not incorporate the rear defroster wiring. The rear defroster was optional for any Cougar. They were more popular in places like Seattle where it would rain nearly every day.
