I have a 1969 Cougar ‘Q’ code 428 car with
odd front shock towers, [not normal BB towers]
that almost seem factory made
to fit a 429 in the car

Could you post pictures? I read ones some place that this could be done by drag race car builders who wanted easier access for working on the engine between races.
